WHAT IS A FISCAL EMPLOYER AGENT?

In areas where there are few traditional providers, many people with disabilities struggle to get their most basic needs met. The My Voice, My Choice program option will allow individuals with disabilities to utilize both traditional Medicaid service providers as well as Non-Traditional or Community Support Providers.  As stated previously, when traditional providers are chosen to provide a support or service, the Support Broker must help to negotiate a cost or rate for that service and a contract must be established just like with a non-traditional provider.  Therefore, all providers under the My Voice, My Choice option are Community Support Providers.  All contracts will be forwarded to a Fiscal Employer Agent (FEA).  The basic Fiscal Employer Agent responsibilities are to:

  • Oversee all contracts with Community Support Providers;
  • Make payment to providers after authorization is obtained from the employer;
  • Monitor all budget expenditures and provide regular updates to the adult with a disability and the Support Broker;
  • Maintain all IRS documentation and employment tax requirements.

These two short readings will assist Support Brokers to understand the concept of Fiscal Intermediaries or as it is named in Idaho, Fiscal Employer Agents.  Because these articles are somewhat specific to the State of California, readers must focus on the concepts rather than the details. The first reading provides a clear picture of how the Fiscal Management Provider assists people with disabilities to take care of specific budgetary matters. The second reading defines the role and key functions of a Fiscal Management Agency and how some states have implemented this concept. Pages three and four outline the responsibilities of the Fiscal Management Provider.

For some individuals with disabilities and their Circles of Support, the concept of a Fiscal Employer Agent and the services they provide will be confusing. As a Support Broker, you will frequently be asked to explain these concepts. Both readings provide Brokers a thorough description of financial services in clear and understandable language.
