Dr. Tim Stainton collaborated with Brian Salisbury
to provide this presentation on Individualized Funding in March
of 2005. Please note prior to reviewing this information that Canada
has led much of the way when it comes to planning and funding strategies.
Consequently, there may be some basic terminology differences when
authors discuss actual programs or implementation strategies. This
reading is included to provide a conceptual overview, not a detailed
comparison between the Canadian system and Idaho's system.
Pages 1-3: Provides a brief history/background.
Pages 7-14: Two flow charts are provided on pages 10 and 14 to
clarify the path of dollars in the traditional system compared to
Individualized Funding. These charts may be of assistance to you
in the future when you are asked to describe how the systems are
different. Also present in this section are key terms and principles
of Individualized Funding.
Pages 18-29: This last section provides an overview of Individualized
Funding as support to independent planning. Remember that this is
similar to a power point presentation, in such bullet points are
highlighted on each page, but further information or details will
be found in later readings. Page 24 describes what Individualized
Funding isn't. Individualized Funding: Policy Forum on funding Approaches for Developmental Services for MCSS
Successful Support Brokers must be able to understand the concepts
of Individualized Funding in order to describe or explain them to
their future employers and their Circles of Support. The format
of the information provided may be of assistance to Brokers in this
effort.
Individual Budgeting, Control and Support: What Systems Need to Tell People
Charles Moseley, in this Impact Newsletter article, discusses his
"framework for empowerment". He states, "Each step (of budget development),
reflects a number of interlocking policies and procedures that must
function in concert to achieve outcomes that are fair, accurate,
valid, practical, and above all, understandable by people receiving
support and their families." He provides a review of how states
have implemented Individualized Funding, which gives Support Brokers
a good background into what other systems have experienced.
Paying Customers are Not Enough: The Dynamics of Individualized Funding
John O'Brien provides a review of the dynamics of supply and demand in terms of how they affect service delivery to people with disabilities under the Individualized Funding
umbrella. Although this article is lengthy, Mr. O'Brien discusses many of the complexities affecting Individualized Funding. On page 14, the concept of encouraging persons with
disabilities to be sophisticated customers is a powerful one.
Overview of Individualized Funding & Independent Planning
The team of Dr. Stainton and Brian Salisbury through the Individualized Funding and Planning Options Working Group, provide another way to highlight key points to Individualized
Funding. On pages 2 and 3, pay close attention to how Independent Planning is defined and the guiding principles that should govern this Broker-like role. One term that is
described in this article is Community Living Governance Authority. Although the Idaho system may have similar roles defined by the Department of Health and Welfare, at present
this term is not applicable.
